Description

Neither JavaHL or SWIG provide support for svn_fs_set_warning_func.  That means
that any process using the bindings to commit via the FS (or repos) API gets the
default behaviour SVN_ERR_MALFUNCTION_NO_RETURN which causes the process to
abort. rep-cache failures are treated as non-fatal by our own servers, and by
the ra_local API, but a bindings process does not get to make that choice.
