[SVN-443] post-commit, pre-revprop-change hook script (error) output lost

Description

My hook script generated output on stderr, but it was not captured. It appears 
that the hook scripts attempt to use stdout/stderr and direct the output there. 
However, those concepts do not exist when the hooks run under Apache.

An alternate design for capturing the output is needed. Or, at least, detecting 
that output occurred and logging an event saying "(error) output discarded".
