svnpubsub does not seem to either detect or apply changes related to svn:externals.

we have this problem with the ant web site which has the manual as an external

The production version of the ant web site is at this URL : 
https://svn.apache.org/repos/asf/ant/site/ant/production/
it contains a manual external which does not update properly.

I notice in [svnwcsup.py|http://svn.apache.org/repos/asf/subversion/trunk/tools/server-
side/svnpubsub/svnwcsub.py] that there is an argument --ignore-externals for svn switch.
Is this argument preventing the proper checkout of the externals ? Could it be removed ?
