Description

Greg Stein points out that repository creation should be mostly done in
libsvn_repos, which would call libsvn_fs for the subtask of creating the
core Berkeley DB files.  But currently, libsvn_fs is doing a lot of things
it shouldn't have to, like creating the hooks/ subdir and stuff.
