[SVN-4194] serf memory leak on checkout

Description

Checkout a large working copy, say ^/subversion/tags, using serf.  See the
memory used by the client grow.  See the machine die.

The memory leak happens over http and https but over https issue #3981 usually
kills the client before the client kills the machine.

I'm using Subversion trunk@1350025 and serf 1.1.0 with r1620 merged from trunk.
