[SVN-4078] svnmucc doesn't respect password stores in --config-dir

Description

I've built trunk configured --with-gnome-keyring and when I run "make
svnserveautocheck" the tests pause asking for a GNOME keyring password. This
happens during svnmucc_tests.py and upgrade_tests.py when svnmucc is run.

The verbose testsuite output shows that --config-dir is being passed to svnmucc
and the config file has password-stores set to nothing.
