[SVN-4054] svn log quiet mode (-q) retrieves more results than non-quiet mode

Description

When executing svn log in quiet mode, I get the expected number of revisions in 
the log file. However, If I remove the quiet option from the command to include 
comments, the log completes without error, but the log does not capture all 
revisions. 

svn log http://my.server/svn/MyRep -r 0:HEAD -q
