Description

When relocating a working copy the data in EXTERNALS is not (yet) updated.

As the information is currently only used as hint to detect the old status (and 
whether there is an external), this shouldn't be a huge problem but danielsh 
reports some constraint failures on an asf infra working copy containing both 
file and directory externals.
