svn log Reports Inaccurate Results from Loaded Filter

      Description

      After filtering a repository and loading results into an existing repository, 
      the svn log reports are inaccurate when using date patterns for looking at the 
      log report.  The two files attached to this issue show the result from running 
      'svn log' with two different date patterns on the same repository and path, one 
      just a month longer than the other:
      
      svn --non-interactive log -v -r {2011-06-01}:{2011-07-05} http://repositorypath
      svn --non-interactive log -v -r {2011-05-01}:{2011-07-05} http://repositorypath
      
      The log starting on 2011-06 is correct while 2011-05 reports all changes to the 
      path and is not filtered by date.  The filter and import took place on June 
      24th, 2011.
