[SVN-3816] file external can cause mixed-revision working copy after checkout

Description

If I use a single-file external in svn:externals and specify the version number,
this messes up the version number seen by svnversion and svn merge, so that
instead of a uniform checkout, it thinks there's a mixed-revision checkout with
the lower end version at the lowest specified version of the external.

This prevents proper use of "svn merge --reintegrate" because it will not do so
on a mixed-revision checkout.
