[SVN-3703] svn errors out with code 256 when committing

The issue:
whenever issuing the command svn ci somefile or svn commit somefile, I get back
this error: unknown command: 'svn-commit.tmp'
SVN also returns error code 256.

I have ran export SVN_EDITOR=vim, export SVN_EDITOR=/usr/bin/vim, export
EDITOR=vim, export EDITOR=/usr/bin/vim, export SVN_EDITOR=emacs and so on...to
no avail. It seems that the issue is definitely with SVN itself since changing
edtors doesn't fix anything
