      Description

      Steps to reproduce:
      
      svnadmin create test
      svn co file:///C:/svn/test test-wc
      cd test-wc
      svn mkdir folder
      svn ci -m "Created folder"
      svn up
      rd /S folder
      md folder
      svn up
      svn st
      rd /S folder
      svn st
      svn up
      svn st
      
      Current result:
      The folder seems to be completely removed from the working copy and "svn up" 
      does not restore it. Even issuing "svn revert -R ." does not fix the working 
      copy.
      
      Expected result:
      After the last "svn up" the folder should be back in the working copy.
