Committing via a write-through proxy (mirror) server, using RA-Neon, sometimes
fails with the error message:
"The specified baseline is not the latest baseline, so it may not be checked
out."
The commit can be re-tried from the client, and then it may succeed if the proxy
server caught up with the master server in the meantime.
