Careful about the path in setting the SVN_SSH environment variable -- the value 
does NOT follow windows path convention. Here's what I found (values inside the 
[]s non-inclusive):

works ==> [C:/Program Files/TortoiseSVN/bi​n/TortoisePlink.exe]​

works ==> [C:\\Program Files\\TortoiseSVN​\\bin\\TortoiseP​link.exe]

does NOT work: [C:\Program Files\TortoiseSVN\​bin\TortoisePlink.e​xe]

does NOT work: ["C:\Program Files\TortoiseSVN\​bin\TortoisePlink.e​xe"]
