rep-cache.db created without group write bit

    Description

      By default (with umask 0), the sqlite database file rep-cache.db is apparently
      created with 644 protections by svnadmin create. This causes commit through
      svnserve (running through an account which is in the same group, but not equals
      the creator) to fail with this message:
      
           Transmitting file data ...
          Attempted to write to readonly SQLite db
      svn: Commit failed (details follow):
      svn: attempt to write a readonly database
      svn: attempt to write a readonly database
