      Description

      I would like some form of snv:ignore that will ignore changes to a file that 
      have been checked in.  This feature was present in CVS and very usefull.  
      
      Example
      ide.project.ext
      ide.project.ext.local
      
      The ide.project.ext.local files needs some data to start with.  It changes 
      everytime the user quites the ide.  It should be ignored on commits at least.  
      Updates from the repository are probably needed.
      
      This way each time a new user checks out the project, they get the 
      needed .local file with the data in it.  
      
      If the "templating" method is used, he would have to remember to look around 
      for templates.  A very unsatisfactory solution.
