svn diff creates patch which does not reapply without fuzz

    Description

      In certain cases, the output from svn diff which is generally used to create
      patches doesn't produce a patch which will reapply without any fuzz. Some
      applications, like Tortoise Merge, expect patches to be fuzz free in order to
      reapply them. Details about how to generate and reproduce this bug may be found

      Since this issue directly affects the ability of users to create patches which
      can be reapplied cleanly and prevents them from being reapplied in some
      circumstances, I'm submitting this as a priority 1 bug.
