Incorrect mergeinfo generated for merge to copied-since-branch file

    Description

      Alexander Kitaev <Alexander.Kitaev {at} svnkit.com> reported on IRC and then on
dev@ a problem with 'svn log -g' (see issue #3270).  While there is a problem
there, the cause of the problem in his case is some odd merge tracking
information generated by the client.  Will attach a recipe script to demonstrate.
