Description

Patch by Bernard Blackham (bernard at largestprime dot net) to improve
WIN32_RETRY_LOOP on Cygwin.  David Rothenberger (daveroth at acm dot org) is
also using the patch successfully with 1.4.x.  Branko said in the thread that he
was +1, if someone would test the patch.
