Description

Both ra-serf and neon misbehave when doing get_file on a directory or get_dir on 
a file.  They should raise SVN_ERR_FS_NOT_DIRECTORY and SVN_ERR_FS_NOT_FILE when 
used on the wrong type, but instead they both act in different weird ways.
