Description

Subtrees with intersecting mergeinfo, that don't exist at the start of a merge
range is breaking the merge. I noticed that our merge algorithm breaks if a
merge target and its subtree require non-intersecting ranges to be merged.  This
occurs for both forward and reverse merges.
