Description

when putting together a version we often do:
 1. create a tag with the whole directory tree
 2. replace single files or directories with corrected versions

for this we need to first delete the file/directory, to "svn cp" it again. we 
would very much appreciate to allow a force-overwrite of it.

then we would have the same behaviour as with competing version control 
systems.
