'svn proplist' and 'svn propget' not obeying peg-rev syntax conventions

      Description

      The convention for Subversion subcommands regarding peg revisions and operative
      revisions/ranges is documented in The Book, which says (among other things):
      
         Note that even when you don't explicitly supply a peg revision or
         operative revision, they are still present. For your convenience, the
         default peg revision is BASE for working copy items and HEAD for
         repository URLs. And when no operative revision is provided, it defaults
         to being the same revision as the peg revision.
      
      However, 'svn proplist' and 'svn propget' are not obeying that last bit.  The
      operative revisions for those subcommand appear today to be defaulting to HEAD
      regardless of the value of either an implicit or explicit peg revision.
