[SVN-3060] Locks missing after loading dump 1.3 into 1.4.3

Description

After dumping a number of repos from svn 1.3 and loading them into 1.4.3 we were
surprised to see that all locks originating in the 1.3 databases was not
available anymore in the 1.4.3 database.

SVN Documentation also doesn't make a statement about the fact that locks are,
obviously, not taken into account while dumping the database.

It would be great if at least the SVN documentation would make a statement about
this. 
On the other hand it would be even more great if locks would be taken into
account while dumping and restoring databases
