Description

svndumpfilter needs to reflect any changes in revision numbering in the
svn:mergeinfo properties passing through it, similar to the way it has to patch
up copyfrom revisions.  The goal -- an output dump stream that doesn't contains
svn:mergeinfo properties containing pointers to the wrong merge source data.
