svnadmin dump/load will preserve merge tracking info in the repository, but it will not create it. It would
be a good improvement to the merge tracking feature if someone could do a dump/load of an existing
repository and have the copies that are performed as part of the load process also create the
svn:mergeinfo property just as would have been created if the commands were done with the client.
This would give users a little bit of head start on using merge tracking by at least doing things like
establishing when branches were created and what revisions it contained.
The other advantage to doing this is that cvs2svn conversions would pick up this feature without requiring
cvs2svn to try to implement it in their dumpfiles.
