* svnmerge.py
  (get_svninfo): add fail_on_invalid parameter; this will be used in  
    subsequent patches.
  (get_repo_root): use fail_on_invalid to give a proper error message getting 
    repo root for an invalid URL 
* svnmerge_test.py
  (test_invalid_url): new unit test

This is not that interesting on its own, but contributes to the pathid patch I'll be posting shortly, and is 
conceptually separate.
