Cache ssl client certificate passphrases

    Description

      When using a client certiciate to authenticate with an https server, and that
      client certificate uses a password to encrypt the private key, both svn and
      TortoiseSVN appear to save your password in the auth cache, but they do not seem
      to read the saved value and use it next time.  Instead they constantly prompt
      you again for your certificate password.
