Description

libsvn_repos/commit.c: in functions add_file and add_directory there is
inpropper handeling of case sensitivity of host names.

as per the standard (http://www.ietf.org/rfc/rfc3986.txt : 6.2.2.1) hostnames of
URIs should be case-insensitive.

I suppose there is a possiblity that this same problem exists elsewhere in the
code, but I am not familiar, so I would not know where.

I could provide a patch at some point, but I dont know when or if it will happen.
