Description
Currently, the only way to modify passwords for svnserve is for the administrator to manually edit the plain-text file. Which means (s)he needs to know the passwords for all users. The svn client ought to be able to modify passwords for svnserve'd repositories, to reduce this issue. (To eliminate it, encode the password file and give svnadmin a command to create a user.) My arguments in favor are found in <http://subversion.tigris.org/servlets/ReadMsg?listName=users&msgNo=40874>; buddy confirmation in <http://subversion.tigris.org/servlets/ReadMsg?list=users&msgNo=41072>. (I also received confirmation off-list, but that doesn't fit the buddy system requirements.)
