[SVN-2318] Inconsistent behavior with trailing '/'

Description

It seems like some command line tools will ignore a trailing '/' if the
rest of a path point to a file.  This interacts in a weird way with the
peg revision marker -- after reading the code I thought that a '/'
suffix could be used to quote paths, but 'foo@bar/' fails as well.
