[SVN-2200] svn_client_commit (and possibly others?) sometimes leave output parameters uninitialized

The problem is that in a "nothing to do" scenario, svn_client_commit (and
possibly others?) do not bother to initialize their svn_client_commit_info_t**
output parameter - which incidentally violates their documented API, hence the "P1".
