Description

Patch by Max Bernhardt (Max.Bernhardt_at_vodafone.com).  Adds a --no-diffs-added
command-line option to svnlook, and updates commit-email.pl to use the new
option.  This option prevents diffs from being produced for files that are added
to the repository.  Philip Martin said it looks OK, Peter Lundblad voted +0, and
Ben Collins-Sussman wondered if the change should be wholly within commit-email.pl.
