Description

Patch by Mark Grosberg (myg_at_gladesoft.com).  Add const qualifier to some
vtables that can be made read-only.  It was reposted to the dev list once, and
received no responses either time.

I've filed this patch under "libsvn_fs", but it affects code under libsvn_fs,
libsvn_fs_base, and libsvn_fs_fs.
