[SVN-2168] incomplete state of Python bindings should be documented

Description

The documentation does not mention the incomplete state of the Python bindings
(missing RA interface, incomplete authentication support, etc.).  Moreover,
subversion/bindings/swig/INSTALL gives the opposite impression, stating "...
make sure that libswigpy.so was built and installed, since the python bindings
are the most-used ones at the moment".  From my understanding, the Perl bindings
are the most complete.
