[SVN-1954] We should error out on pathnames added or imported that we don't accept.

Description

If a pathname doesn't pass svn_xml_is_xml_safe() it should generate an error. 
Otherwise you can end up with files in the repo that break the working copy.

For adds I'm not sure we want these in the client code or the wc code.
