      Description

      The command line client should support IRI (Internationalized
      URIs) when accepting an URL. This basically means automatically escaping
      non-ASCII characters, so that users don't have to do the encoding themselves.
      
      Also, we can escape some ASCII characters that are not legal in URLs
      for user convenience.
