svnadmin should allow .tmpl hook files placed in new repos to come from real files instead of being hard-wired in repos.c

    Description

      We have created some hooks based on the template files and want them placed in
      all new repositories. Unfortunately I've discovered the xxx.tmpl files are
      created from code in repos.c. It would be much nicer if svnadmin create could
      pull the files placed in the hooks dir from a predefined place and in that way
      you could create your hooks, copy them to the place where svnadmin gets them
      from and then all svnadmin creates would get the same hooks. The net result for
      anyone not wanting this would be no different - they just don't change the files
      svnadmin uses for the create.
