[SVN-1822] svn_error_quick_wrap hides commit errors

Description

The new error handling doesn't print the entire error chain. When a commit error
occurs libsvn_client/commit.c:reconcile_errors calls svn_error_quick_wrap to add
a generic "commit failed" message. When the error is printed the generic message
suppresses the display of the error that caused the commit to fail! See
