[SVN-1770] non-ascii path truncated by 'svn blame'

Description

I have a (local) reposiory with non-ASCII characters in the name.  This works
fine with most svn commands, but blame seems to malfunction:

misao:/space/hack/svnmodule% svn blame snögubbe/räksmörgås.txt svn: Missing
changed-path information for revision 3 of 'ubbe/räksmörgås.txt'
misao:/space/hack/svnmodule%

Note that the "snög" part of the directoryname has been truncated.  svn info
shows the URLs etc correctly:

misao:/space/hack/svnmodule% svn info snögubbe/räksmörgås.txt
