[SVN-1747] cvs2svn creates a repo where revisons are not ordered in time

Description

cvs2svn issue:

conversion of a CVS repo produces an SVN repo where some later revisions have
earlier timestampt that the previous revisions.

The behavior is illustrated in the attached test repo. Tested with subversion
r8612 trunk. Upon conversion, svn log shows (truncated):
