In http://subversion.tigris.org/servlets/ReadMsg?list=dev&msgNo=53307, Greg
Hudson asked that 'svn_repos_authz_read_func_t' be changed to just
'svn_repos_authz_func_t', because it's not specific to read authorization, and
could eventually be used for writes as well.  He proposed that this be an API
change for 1.0.
