Description
Issue #1573 describes how doing deltification inside the commit process was causing noticeable delay for users (commits took to long to finish). That issue was resolved by making deltification optional -- something you invoke manually from a post-commit hook, a cron job, whatever. Ideally, deltification would not require any administrative attention, but would happen automatically. This issue is about switching from the manual invocation to an automated system that doesn't delay the user.
