`svn switch` should reject unhandled URI schemes

      Description

      Both client and server uses Subversion 0.32.1 on Windows 2000, server have
      Apache 2.0.47 installed.
      
      Please take a look at following session log:

      Checked out revision 221.
      
      C:\test>cd s30
      
      C:\test\s30>svn switch htttp://svn/xtwins/branches/s40
      U  make__prj.xml
      [ ... skipped a lot of source file updates ... ]
      U  make.xml
      U  xtwins.jpx
      Updated to revision 221.
      
      C:\test\s30>svn switch http://svn/xtwins/branches/s30
      svn: Bad URL passed to RA layer
      svn: Unrecognized URL scheme: "htttp://svn/xtwins/branches/s40"

       Please note, that first "svn switch" have error into URL:
      httTp://svn/xtwins/branches/s40 <--- one more "T" in a schema
       but switch itself was done properly, while second "svn switch" fails. Attempt
      to make for example "svn checkout" with same errorneous schema correctly fails too.
