Major Description
A repos-to-WC copy doesn't report a scheduled add ("A file"), whereas a
WC-to-WC copy does. It's not the difference in reporting that bothers me, it's
the clue that these two operations are perhaps not sharing as much code as they
could, and so there might be other unintended differences in their operation.
