Unable to commit - repository version incorrect

    Description

      I am using SVN and Tortoise SVN with a local repository.
      
      On upgrading to svn-0.30.0-setup.exe and TortoiseSVN-0.18-UNICODE.msi, I got 
      the following error attempting to commit to the existing repository:
      
      Commit failed
      Unable to open an ra-local session to URL
      Unable to open repository 'file://repository location'
      Expected v'2' of repository; found v'1'
      
      When I reinstalled svn-0.26.0 and TortoiseSVN-0.15), the commits went properly 
      and created v4 of the repository.  Why does v 0.30.0 expect v'2' of the 
      repository, when obviously, I was already at v'3'?
