Description

Split from issue #1429.

Simple timing of checkouts over ra_svn and ra_dav show that the 
checkout
over http is a lot (reports vary between 50-125%) slower.

A timestamped ethereal trace should point out where the wait is 
happening
or if there is a wait at all.
