cvs2svn fails on file first added to cvs on a branch

      Description

      cvs2svn seems to have difficulties with files initially added on a branch,
      dieing with "No origin records for branch".
      
      Attached is a tiny RCS file which reproduces the bug.
      
      Tested cvs2svn.py version is current HEAD (6717):
      Last Changed Rev: 6567
      Last Changed Date: 2003-07-24 21:53:45 +0100 (Thu, 24 Jul 2003)
      
      Command line is: cvs2svn --dump-only dir-containing-only-the-attached-file
      
      Probably, the solution is to simply do an add-without-history in this
      case.
