      Description

      This is very likely a dup of issue #1421.

      ...Joey Hess describes how cvs2svn.py errored trying to convert his
      repository.  The error looked like this:
      
         svn: file not found: transaction `8c', path
      `branches/potato/Client/dpkg-reconfigure.8' 
      
      We've seen errors like this before; it means cvs2svn is constructing a
      dumpfile that tries to change a path it has already deleted (or never
      created).  See issue #1421.
      
      Joe's repository is only 1.8 MB, and he's put it here:

      Yay!  That's small enough to make reproducing the bug not burdensome.
