svndumpfilter handles paths inconsistently.

      Description

      svndumpfilter appears to be inconsistent in the way in which it
      handles paths into the repository.  Sometimes it uses paths with an
      initial '/', and sometimes it uses paths without.
      
      E.g., trying to 'svndumpfilter include --drop-empty-revs
      --renumber-revs /tex </root/repo.dump >/dev/null' I get lots of paths
      under tex/... in the 'Dropped nodes list'.
      
      If I specify the path as just 'tex' instead, then I get /tex/tex in
      the dropped nodes list.
      
      In either case, the 'Dropped nodes list' contains both paths with an
      initial /, and paths without an initial /.
      
      Is this a bug, or am I just confused about what svndumpfilter is doing?
      
      I can send someone the input dump file (1.2meg .bz2) if need be.
